Meta's official API is for a new number, used only for service, that works without depending on a phone. On this path, Meta does not accept a number that is already on WhatsApp on a phone: for that, use the QR Code.

Connect through Meta
Click to connect: the official Meta window opens. Log in with your Facebook account, choose the business and the number.

Confirm the number
Follow the verification Meta asks for (code by SMS or call).
